Multiplied 9.3 by 70 and came up with 651.

I guess it is a 65.

The ten point grading scale for commercial coin sales to the general non-collecting public. MS is 9.0 to 10.0, AU is 8.0 to 8.9, XF is 7.0 to 7.9, etc. A 9.3 would be a MS63. This has been discussed in a few threads in the CU US Coin Forum. Also, they don't use all the numbers.

The non-collecting coin customers that this is aimed at can more easily comprehend a 10-point scale better than a 70-point scale. This 10-point scale has to be requested by mass marketeers who sell ASE's, common date Morgan and Peace dollars, etc to the general public. For regular collector coins, NGC will continue to use the traditional 70-point scale.
